Roof valleys and the area above the gutter line are blown clear first, so the next rain does not refill what was just emptied. Why your policy will not pay. Homeowners insurance generally does not cover water damage traced to clogged gutters. Carriers class gutter cleaning as routine maintenance, and damage from skipped maintenance as preventable neglect, which a standard policy excludes.
